続いて、ノルウェーの幼児教育についてご紹介します。
ノルウェーの幼稚園教育の枠組み計画（Framework Plan for Kindergartens）は、包括性（インクルージョン）、民主主義、子ども主体の学びを重視されているようです。すべての子どもが背景や能力に関係なく平等に質の高い幼児教育を受ける権利を保障。自然体験学習が中心にあり、どんな天候でも屋外での遊びを推奨し、子どものレジリエンス（回復力）や自然とのつながりを育むことを目的としている。幼稚園では民主的価値観を大切にし、子どもが意見を表明し、意思決定に参加できる環境を整えています。また、ノルウェーは先住民族であるサーミ人の文化や言語を守る特別な責任を負い、幼稚園でもその継承が推進。家庭との連携も重要視され、幼稚園と保護者が協力して子どもの成長を支えます。７つの学習領域を基に、遊びを通じた教育が行われ、学力よりも社会性の発達が優先される。また、ジェンダー平等の観点から男性保育士の増加が奨励され、幼稚園から小学校へのスムーズな移行が重視されています。持続可能な社会の構築にも貢献する、子ども中心の教育哲学がノルウェーの幼児教育の核となっているようです。

It ensures that all children, regardless of their background or abilities, have the right to access high-quality early education.A defining feature of Norway’s kindergartens is the strong focus on outdoor learning. Regardless of the weather, children are encouraged to engage in outdoor play, fostering resilience and a deep connection with nature.Democratic values are deeply embedded in the kindergarten experience, where children are encouraged to express their opinions and take part in decision-making. Norway also holds a special responsibility for preserving the culture and language of the indigenous Sámi people, and this commitment extends to kindergartens.Collaboration with families is another key element, ensuring that kindergartens and parents work closely together to support children’s development. The curriculum is based on seven learning areas, prioritizing social development over academic achievement, with a strong emphasis on play-based learning.Moreover, gender equality is actively promoted, encouraging more male educators to join the field.
